梧州人对洪水的情意结，“未见过大蛇屙屎”的外人你不懂
近日，梧州最吸引人眼球的新闻，除了即将在梧开幕的第六届广西园林园艺博览会外，还有5年来首次超警戒水位的洪水。
新闻背景：
近日来，广西中北部普降大到暴雨，局部特大暴雨。受上游强降雨的影响，6月15日13时开始，西江梧州水文站水位达18.53米（超警戒水位0.03米）。昨天（16日）23时梧州水位达到了最高，为19.30米，超警戒水位0.80米。
今天（17日）上午11点，梧州水文站水位19.17米，仍在超警戒。据悉，这是近5年来西江干流首次超警戒水位，这也是今年以来大江大河首次超警。
于是乎，国内许多媒体纷纷转载消息“梧州河东城区被洪水包围了”，并配以下图。

于是乎，小零就接到了不少外地同学关切的问候：哎呀，小零，你还好吗？学会游泳了吗？小零顿时语塞，这怎么了嘛，不就是超警戒水位的洪水吗？为何这般大惊小怪！真是“未见过大蛇屙屎”。

梧州人对洪水的情意结，是一点点恐惧，一点点怀念，一点点乐观，一点点无畏。
在梧州人眼里，洪水是一道特别的风景，是一次难得的摄影机会，是一份即使水浸街还可以打四圈麻将的闲情。
盘点有记录以来梧州的历次大洪水，你会发现梧州人对洪水的情意结是很久以前就生成的。
200多年来最大的一次洪水
1915年 ：“乙卯洪水”
据相关史料记载，梧州自1900年至2014年，共发生23.73米以上水位洪灾23次，约平均5年1次，其中25.73米以上洪灾6次。最大水的一次，发生在一百年前的夏天。
1915年6月至7月，珠江流域的发生特大洪水，7月10日，梧州水文站检测到最高水位27.80米（85基准，下同），洪峰流量54500立方米每秒，这是有史料记载当中，梧州200多年来最大的一次洪水。由于一百年前史料难觅，所以未能找到该次洪水的图片。
河东河西水浸街
1994年“6.19”
月，梧州连续出现三次洪水，其中6月19日出现特大洪水，最高水位达到26.64米。这次洪水对梧州影响甚广，不仅河东片区被水浸街，河西片区部分街道也出现内涝现象。小零还记得，当时怡景市场一楼亦被淹没，然后家人就带着小零坐上小艇，到怡景市场二楼购买食材和生活用品。这一切对于年幼的小零来说，还是挺新鲜的，为了记录这一场特别的经历，小零还把每天汛情写进了暑假作业里。当大人们在愁着水位又上涨的时候，小零却暗暗高兴，因为大水可以提前放暑假了。但小零万万没想到的是，四年后，历史又重演了一次，这次，小零才发现洪水给我们带来的损失和影响是多么的大。

日，洪峰过境时全城一片汪洋。
20世纪以来的第2大洪水
1998年“6·28”
1998年发生大洪水相信许多零粉都会有记忆，这次洪水也是20世纪全流域型的特大洪之一，不仅对梧州，长江流域的城市也都受到很大的影响。6月28日,梧州最高水达到为27.24米，这也是20世纪以来我市第2大洪水，当日实测洪水最大流量为52900立方米每秒,比1994年“六一九”洪水最大流量多3700立方米每秒。那年，小零还在念小学，由于洪水的原因，学校早已停课，许多家人都参与到抗洪抢险的工作中去了。百无聊赖的小零只能通过电视台播出的滚动消息来了解实时水情。那时，家人和邻居说的最多的话题也就是“今天的水位是涨了还是降了”。还记得，洪水上街的时候，经常会停电，即使是晚上也不例外，这个时候，整栋楼的大部分人都会来到楼顶，乘凉、聊天、游戏，仿佛就是一次大型的聚会。

1998年梧州河东城区被水淹没情景。
1998年之后，梧州又经历了几次大水，但已经没有当年般严重了。由于当时防洪堤还没有建起来，几乎是每次洪水来都会水浸街，但彼时，有序的撤退、避险、防御已经成为群众技能，梧州市民面对洪水，越发淡定了。到了2004年5月，市区的防洪堤建成以后，梧州就少见洪水上街了，以至于后来每超过警戒水位，梧州民众都要去看看这位久违的老朋友。
本世纪第一场百年一遇洪水 全城围观漫堤
2005年“6o23”
2005年6月，受持续强降雨影响，西江支流蒙江发生了超历史纪录洪水。日，西江梧州段出现27.48米水位，洪水漫过河东防洪堤。
然而，梧州市民并没有畏惧这场本世纪的第一场洪水，在洪峰来临之前，到防洪堤“睇大水”成为群众的“指定节目”。

幸而，这场洪水没有持续太久，同年6月25日，梧州河东城区的洪水退却了四分之一，中午11点半，河东区部分商铺已经恢复了正常的供电。日，全市学校复课，梧州2005年的特大洪水告一段落。
这一年的洪水“温柔”多了
相比2005年，2008年的洪水“温柔”多了，最高水位24.84米，没有超越防洪堤、没有上街，但这一次大水，还是吸引了许多梧州市外的媒体进行报道，小零当时在外地读书，某天早晨室友拿着报纸叫醒我“快看，你家（乡）发大水了！”。吓得小零马上打电话回家，妈妈说“系咩？我在防洪堤睇，有排未到（水位离漫堤还有段距离）”

5年来首现超警戒水位
2011年水利部下发批复文件，将梧州市城区警戒水位由原来的18.03米调整为18.50米。日，梧州市防汛抗旱指挥部发布2015年第1号汛情预警公告，并发布蓝色汛情预警（IV级），这是警戒水位调整以来，首次出现超警戒水位的汛情。昨天（6月16日）23时，梧州水位达到了最高，为19.30米，超警戒水位0.80米。尽管如此新闻报道上发布了河东城区被洪水包围的图片，但摄影爱好者和市民们都表示不太担心。

广西梧州市藤县水文水资源局继续发布洪水蓝色预警：受今年第4号台风&妮妲&带来的强降雨及上游来水影响，预计未来8～12小时，北流河干流藤县象棋镇河段水位将出现警戒水位（38.70米）左右的洪水。藤县水文水资源局于8月3日8时继续发布洪水蓝色预警，提请沿江各乡镇、各相关单位及社会公众密切关注雨水情变化，加强防范，及时避险。

　　要说梧州的水情，可用一组数据来说明：梧州市西江、桂江的正常水位为七至十二米，而街道最低水位为十八米，也就是说，一般水位达到十八米，水浸街道是必然的。
　　而从历史上看，梧州市的水位在汛期时没有一年不超过十八米的，多年来最高洪水水位平均为二十点三二米。一九九四年，梧州市遭遇了百年一遇的洪水，水位高达二十五点九一米，致使全市包括河西区百分之八十五的街道被淹，直接经济损失十二点三亿元。一九九八年六月二十八日，水位高达二十六点五一米；今年第一次洪水，水位达二十三点三九米；水浸街几乎每年一次，有时一年多达几次。

　　日，朱F基同志亲临梧州视察抗洪救灾工作，作出了『梧州一定要设防』的重要指示。日，温家宝同志视察梧州防汛抗洪工作，作出了『河东堤要在2003年汛期发挥效益』的具体指示。自治区党委、自治区人民政府在梧州召开河东防洪堤建设现场办公会议。市委、市政府精心部署，举全市之力，开展防洪大堤工程建设大决战，共投入资金6亿多元，先后建成河西、河东防洪大堤。2003年，梧州宣布：城区不设防成为历史。

　　《梧州城市历史文化长廊》文字说明中写道：党和政府恤民情、顺民心，斥巨资三亿余元修筑河东防洪堤。二00一年初动工，建设者团结拼搏，艰苦奋战，历三载建成。大堤长三千七百米，宛如『水上长城』，蔚为壮观。

　　中广网南宁6月21日消息（记者刘发丁 通讯员谢大明） 广西90%以上的江河水要通过梧州进珠江入海。这次强降水过程来势猛，强度大，预计到23日，影响广西的强降雨带仍在桂北、桂中摆动，河池、桂林、柳州、贺州、梧州等地仍有暴雨，局部大暴雨。西江汛情面临严峻形势，情况与1998年相似。 到21日早上8点，西江梧州段水位达到22.24米(比昨天早上8点钟高了出三米多)，超过警戒水位4.94米，并且仍在以每小时12厘米的速度上涨，预计22日下午将出现24米左右的水位。 位于浔江、桂江、西江三江汇合之处的全国重点防洪城市广西梧州市，防汛工作面临严峻考验。1998年遭遇近百年特大洪灾以后相继建成的梧州河西城区、河东城区防洪堤，还没有经受过特大洪水的检验。针对今年防汛抗洪出现的新情况、新特点，梧州市已经做了周密的部署和精心的组织。目前，该市已经启动防汛抗洪工作紧急预案，各级防汛机构已经进入高度戒备状态，市郊24米水位以下的居民和单位开始陆续往高水位搬迁，市区也于今天进行试鸣紧急撤离警报的演习，城区防洪堤以及堤后地段已经派人全天候巡查监视，各项防汛抗洪工作正有条不紊地进行。

　　梧州市位于两广交界的浔江、桂江、西江汇合之处，市区以桂江为界，分为河东、河西两大城区，河东是个老城区，上世纪二三十年代出现的骑楼建筑是梧州河东城区的一大特色。

　　具有南洋风格的岭南骑楼建筑多为三四层，在还没有钢筋水泥混凝土建筑的年代，骑楼建筑的楼层多为楼板，二楼以上伸出人行道的部分，用一根根柱子支撑。远远看去，楼房就像“骑”在人行道上，故得名“骑楼”。

　　梧州市约1平方公里的河东城区，骑楼建筑总面积近40万平方米，60%以上的街道都有骑楼建筑。过去曾有一个说法，下雨时，除了过马路，沿着骑楼你在梧州河东城区从东到西、从南到北，头上可以不沾一滴雨。梧州骑楼面积之大、长度之长、范围之集中、保存之完整，在岭南的城市中是罕见的。所以，又有人将它称之为“骑楼博物城”。
　　但是，由于年久失修，加上这里位于三江汇合之处，广西80%以上的江河流经这里，过去对水患又不设防，几乎年年被水淹，造成梧州市的这片骑楼建筑群不少已经破旧不堪，一些房子成了危房；大多数道路坑坑洼洼、凹凸不平；街道路灯昏暗，各种线路在街道上空满天飞，严重影响了市容市貌。

　　2002年8月，梧州市启动了骑楼城保护改造工程。在改造工程中，对有保留价值的的危房进行了内部加固修整，将没有保留价值的危房和严重影响居住环境、消防、卫生的房屋全部推倒重建，然后对所有的骑楼建筑外墙进行修旧如旧的装修。同时，对城市基础设施进行了改造、完善，包括对道路的维修，更新街道的路灯，增加消防、电力、电信、给排水设施，所有的管线埋到地下等等。

　　梧州素有“百年商埠”之称，昔日曾是岭南地区政治、经济文化中心。市内的民居、商业建筑独具特色，建筑风格主要以骑楼为主。

　　骑楼城外街店铺
　　梧州地处岭南，北回归线经过其间，旧时为了结合南方潮湿多雨及多洪易涝的气候特点，梧州建筑多采用骑楼形式，临街楼层可作商铺，楼上可住人。骑楼形式既方便行人上街时遮阳挡雨，又可扩大楼房面积；骑楼外的砖柱上，镶嵌有圆形的铁环，以供洪水期间作系船之用。另外，房屋楼上临街的一面，还特设洪水时人出街入市使用的活动板门，称作“水门”。梧州骑楼文化已成为当地一道亮丽的风景线，曾被入选中央电视台《正大综艺》节目。目前，梧州已修建好防洪堤，本以为每年屡遭洪涝灾害影响的现象已成为历史。

　　这个防洪堤自2003年投入使用以来首次被洪水漫过。截至当日下午2时，广西西江梧州段水位达到26.08米，且继续以每小时11厘米的速度上涨。

　　中新社梧州六月二十二日电 (记者 刘万强 蒋雪林) 百年一遇的特大洪水今天上午六时五十分开始淹没广西梧州市河东城区，目前已经淹到居民楼三楼。今天下午，梧州市水利局长何棠因执行“抗洪救灾指令不坚决，贻误战机”被停职。
　　据水文部门预测，今天晚上八时，西江梧州段将出现二十六点五米左右的洪峰水位，超过警戒线九点二米。目前梧州正众志成城，积极抗洪抢险。记者在赶赴梧州的路上，遇到了前来增援的几十辆军车，目前已抵达抗洪一线.
　　国家防总秘书长、水利部副部长鄂竟平，广西壮族自治区副主席孙瑜、杨道喜等今日凌晨专程赶到梧州检查指导防汛抗洪工作，要求坚决保住梧州市新的城市中心河西城区不被水淹。自治区主席陆兵下午也已抵达梧州，指挥抗洪。
　　昨天，梧州市长钟想廷发表抗洪救灾电视讲话，发布河东设防区防洪堤漫顶进水警报的紧急通知，并组织人员撤离，因此该区人员已全部撤离到二十八米以上的安全地区，未有人员伤亡消息。
　　目前，大水依然上涨，梧州河西设防区也已开始紧急撤离，河西防洪堤沿线抢险施工现场已经封锁。
