Counter此处是柜台的意思.Over The Counter 指在柜台上就可以买到的，即不用医生处方单，谁都可买的。其他处方药必须医生开处方单才会卖给你。另外根据药品的安全性，非处方药分为甲、乙两类(乙类比甲类更安全). 非处方药的包装必须印有国家指定的非处方药专有标识（非处方药专有标识图案分为红色和绿色，红色专有标识用于甲类非处方药药品,绿色专有标识用于乙类非处方药药品和用作指南性标志。）
