DL_Bandwidth系统带宽，范围enumerate(1.4M(6RB)，3M(15RB)，5M(25RB)，10M(50RB)，15M(75RB)，20M(100RB))，对应配置值0-5，上图为5，对应的系统带宽为20M（100RB）。

根序列是在PRACH配置下，范围（0-837），产生64个前缀序列的逻辑根序列的起始索引号
